Purpose: This study attempts to gain insight into what factor influence on employee creativity and perceived organizational performance. Therefore, a theoretical framework is developed grounded in empowerment theory workplace ostracism defensive silence. In addition that the moderating role of proactivity hypothesized between 
 Design/Methodology/Approach: The research design this based positivist paradigm followed quantitative approach. A survey was administered towards public sector organizations Saudi Arabia. Sample size computed with prior-power analysis using G-power software. For data 384 responses were analyzed structural equation modeling (SEM). Findings: Results indicate predicted by empowering leadership, psychological empowerment, trust silence explained 52.4% variance creativity. shows 55.1% Effect showed had medium level effect when predicting Practical Implications: contributes enriches innovative leadership literature. Practically, suggested managers policy makers should focus order boost performance.
